Centrii warns NERC CIP-003-9 vendor remote access rules create audit and recordkeeping risk for low-impact BES operators
Centrii warned that the vendor electronic remote access requirements in NERC standard CIP-003-9 are creating compliance and recordkeeping challenges for owners and operators of renewable, storage and other facilities with low-impact BES Cyber Systems. The requirements took effect on Apr. 1, 2026. They oblige covered entities to identify vendor remote access, be able to disable it, and detect known or suspected malicious communications tied to it. Penalties can reach $1,584,648 per violation per day under the 2025 inflation adjustment, though settled penalties are typically well below that ceiling. The main exposure is scattered evidence across email approvals, OEM remote support tools and O&M contractor records, which may not cover a lookback of up to six years.
Detalhes técnicos
- CIP-003-9 adds Section 6 to Attachment 1. It covers assets with low-impact BES Cyber Systems that permit vendor electronic remote access, and it requires three methods: determine vendor remote access, disable it, and detect malicious communications tied to it.
- Example evidence named in the standard: preauthorization steps, vendor login alerts, session monitoring, session recording and system logs.
- The standard does not define "vendor". ReliabilityFirst guidance is to treat any non-employee with remote access to low-impact systems as a vendor, unless they meet the same screening, training and equipment conditions as employees.
- Evidence must be retained for three calendar years, but audit periods for low-impact requirements can span six years.
- Inverter-based resources of 20 MVA or more connected at 60 kV or higher had to register with NERC as Category 2 by May 15, 2026, bringing many sites into the program for the first time.
- The registered entity stays responsible even when operations are outsourced, and CIP-003-9 Requirement R3 requires a named CIP Senior Manager.
Remediação
- For every vendor access path, assign one owner who approves it, one who can disable it, and one location where its record is kept.
- Make sure each asset can show when a vendor is connected, and record where the last disable test is documented.
- Retain approval and session records for the full period since the last audit, and plan record handover when a vendor, operator, asset manager or O&M contractor changes.
