A Nigerian national, Chukwuemeka Victor Amachukwu (aliases Chukwuemeka Victor Eletuo and So Kwan Leung), 40, was sentenced to eight years in prison for his role in spearphishing attacks against US tax preparation businesses between 2019 and 2021. He pleaded guilty to conspiracy to commit computer intrusions and wire fraud after being extradited from France to the US in August 2025. With co-defendant Kingsley Uchelue Utulu and other Nigerian co-conspirators, he compromised tax preparers' computers and stole tax data and PII of at least 800 customers. The stolen data was used to file fraudulent tax returns and loan applications. He was also involved in a fake investment scheme built around non-existent standby letters of credit.

Technical Details

  • Initial access: spearphishing against tax preparation firms in New York, Texas and other US states, giving the attackers unauthorized access to the targets' computers.
  • Data stolen: tax records and PII of at least 800 customers.
  • Monetization: fraudulent refund claims with the IRS and state tax authorities (about $2.5M obtained out of $8.4M claimed), plus about $819,000 in fraudulent Small Business Administration Economic Injury Disaster Loan applications.
  • Investment fraud: a separate scheme offering fake standby letters of credit stole more than $7M from multiple victims.
  • Sentence: eight years in prison, one year of supervised release, $3.6M in restitution and forfeiture of nearly $11M.
